Donor agencies can also facilitate community participation and empowerment by promoting participatory approaches, capacity building, accountability and transparency in the development process. For example, some donor agencies use tools such as Participatory Rural Appraisal (PRA) and Rapid Rural Appraisal (RRA) to involve local people in identifying their needs, priorities and solutions. Donor agencies can also support community-based organizations and civil society groups that play a key role in mobilizing and representing the interests of the local community.

On the other hand, increasing dependence on donor agencies for development can also reduce the importance of community participation in the development process. This is because donor agencies may have their own priorities and agendas, which may not always align with the needs and priorities of the local community.
